Annals of Information Technology and Librarianship
This new, peer-reviewed publication seeks to be a forum for the dissemination of research and scholarly articles on the impact that information technology has had, and continues to have on libraries. New version of Dawson's IQ
Dawson has recently launched a new version of Information Quest (IQ), which now includes document delivery, pay-per-view access and current awareness features. Added to the list of publishers available through IQ are Mary Ann Liebert Inc., Erlbaum, Academic Press, Arnold, the Royal Society of Medicine, and Springer Verlag.

EOS serials module in beta test
The serials module of EOS International's Q Series client/server-based library management system went into beta testing during the summer. It is hoped to launch it later this year. The serials module is fully integrated with the other Q Series modules.

DPA Annual awards 1998
Key British Enterprises has won the 1998 DPA Award for the Best Print Directory. World Consumer Markets won the award for Best CD-ROM directory, and Scoot won the award for Best Internet Directory.
BioMedLink
This is an evaluated and annotated database of more than 4,000 web resources for biological and medical researchers; it is free to all BioMedNet members. BioMedLink is the result of a collaborative project between BioMedNet and researchers at Indiana University. Changes at BIDS
The BIDS service has moved into a new public/private sector partnership with the newly formed company 'ingenta', which is part-owned by the University of Bath. The operation will remain located at the University of Bath, and will continue to provide JISC-funded services to the UK higher education community on a not-for-profit basis. The full text service, previously called JournalsOnline, will now be called ingentaJournals.

Easier access to BIDS
At the end of September easier login procedures were put in place for the BIDS bibliographic databases and full text services. Instead of a separate login page for each service, users now have a single login screen for all services. The telnet access to BIDS is unaffected by the changes.

New CHEST partnerships
CHEST has reached agreement with both Anbar and MCB to deliver access to a variety of their publications for a fixed 5-year period, starting in January 1999. Datasets to be provided include the Emerald Intelligence + Fulltext Electronic Management database, International Civil Engineering Abstracts, and Anbar Management Intelligence.

New Web interface for COPAC
COPAC launched its new Web interface in September. New features include result sorting, record tagging and downloading, search history and enhancements to subject searching. Initially the new interface will be available via a link from the home page, and the original interface will continue to be available; after public trialling, it is intended that it should become the default interface.

CoLRiC announces new annual award
The Council for Learning Resources in Colleges (CoLRiC) has recently initiated an annual award for CoLRiC members aimed at promoting good practice and high standards in the provision of Information and Learning Technology (ILT). The ILT provision must be associated with a college's learning resources or library service, and be currently available for the students and/or academic staff of the college. Submissions for the award must be received by 28 February 1999.

Clo: Irish books in print on CD-ROM

EDIFACT format invoices for EBSCO Subscription Service
EBSCO Subscription Services and Endeavour Information Systems are now offering EDIFACT format invoices available to users of the Voyager Library Series. The invoice files are made available for secure transfer to the customer's system via FTP.

New release of EBSCONET
The new release of the EBSCONET Online Subscription Service includes online renewal processing, additional management reports and direct e-mail correspondence with EBSCO. EBSCO has also launched a newly designed Web page, which includes a Librarians' Corner; this is an online message board set up for serials and reference issues.

EBSCO Express
EBSCO Document Services have recently launched a new Web-based document delivery service, EBSCO Express. It offers citations from a database of more than 8,000 items, and documents are supplied at a flat rate, plus copyright.

Electronic serial claiming for some Horizon users
EBSCO Subscription Services and Ameritech can now offer electronic claiming to users of the Horizon Version 5.0 library management system. Claims are generated by Horizon in EDI X12 format, and transmitted to EBSCO via FTP.

EBSCO Online in beta testing
EBSCO Online has recently announced agreements with Springer-Verlag, Kluwer, the National Research Council of Canada (NRC) and MCB Press, who have agreed to make their electronic journals available through EBSCO's new aggregator service. EBSCO Online is currently in Beta 2 testing, and is scheduled for launching in late 1998. Also announced is their departure from the traditional document delivery business, which ceased in September.
New web pages for EDINA
The upgraded EDINA home page is intended to improve accessibility and ease of navigation. It contains information and connections to all EDINA services, as well as links to many related information sources. The URL is http://edina.ed.ac.uk/index.shtml
Faxon Institute
The Faxon Institute has launched an Industry Resources web page, featuring links and information on topics of immediate interest to the library, supplier, publishing and research communities. Topics currently covered include advanced technology, licensing, industry issues and trends, intellectual property, standards; however, resources are being updated and added on a daily basis, and suggestions from the serials community are welcome. The Gale Group
Thomson Business Information (TBI) has recently merged with database publisher Gale Research, the WWW subscription-based information purveyor Information Access Company and Primary Source Media (previously Research Publications) to form a new company called The Gale Group.

Changes to Gordon & Breach pricing mechanisms
More than 75 G&B and Harwood Academic journals have been selected for 'definitive' price designation. In the past, G&B's 'flow' publication system has meant effectively that subscription prices could never be finalised, and many subscriptions were liable for additional invoicing during the year. The new pricing mechanism means that any journal designated 'definitive' will be invoiced only once in any calendar year. ISSN Online
The ISSN Register is now available online. The online version updated at least monthly, and approximately 4,000 new records are added to the Register each month, as well as thousands of amendments and corrections; the number of e-serials being added is also growing rapidly. ISSN Online is available on subscription, and a free one-month trial is also available by contacting E-mail: online@issn.org.

LAPT to change title
Beginning with volume 23, 1999, Library Acquisitions: Practice and Theory will change its name to Library Collections, Acquisitions and Technical Services. The tittle change was deemed necessary to reflect the change in acquisitions librarianship which now encompasses a wide range of technical services activities. The journal's new title reflects the entire range of technical services and collection management topics already being covered in its pages. Library Philosophy and Practice

LIBLICENSE Project software
The LIBLICENSE Project's software is now available as 'freeware' to publishers, suppliers or librarians who have not yet created their own licences, who wish to revise or adapt their existing licences, or who would like to learn how an information licence to libraries is constructed. Comments are welcome from users or intending users. The installation instructions will work on an IBM-PC or compatible running Windows 95, Windows 98, or windows NT 4.0. LYP on the Web
The Librarian's Yellow Pages has been published annually since 1993, and is distributed free of charge. It is now available on the Web, offering keyword or supplier-specific searches, as well as announcements of new products in particular subject categories. Librarians can contact publishers and suppliers directly via hotlinks, and LYP's E-mail Express service, as well as signing up to receive a free copy of the print edition.

New MBA in Information and Library Management

Swedish national licences
In June this year, the Swedish Royal Library/BIBSAM signed agreements for national licences with Academic Press, EBSCO, and Johns Hopkins University giving Swedish higher education institutions full access to the digital, full text version s of almost 1500 scientific journals. Under the terms of the licence, the subscribers are allowed to provide copies of articles, as required, to publicly financed libraries which have not signed up to the agreement. The scheme is being heavily subsidised, at least initially, by the Royal Library, which is anxious to promote the transition from paper to digital access.

Piercy Award
The closing date for nominations for the (Esther J.) Piercy Award is 1 December 1998. The award comprises a citation and $1,500 donated by Yankee Book Peddler in recognition of a contribution made by a librarian, with not more than ten years professional experience, in the area of collections and technical services. The award will be presented at the 1999 ALA conference in New Orleans.
SilverPlatter releases ERL 4.0
New feature on ERL Release 4 include links to full text via SilverLinker, a new Web interface, Web administration tools and SDIs. It is Z39.50 compatible, and allows database access the users own Z39.50 OPAC interface.

SilverLinker
SilverLinker provides a direct link to a publisher's Internet site, thus eliminating the need for duplicate searches. It allows for article-specific URL links, allowing users to bypass the top level of the electronic journal. Users are linked to the electronic journal service via the SilverLinker Database (SLDB), which has links to a growing number of publisher and subscription agent partner services, including SwetsNet and Blackwell's EJN.

New INSPEC service from SilverPlatter and BIDS
BIDS and SilverPlatter will host a new national online INSPEC service. The service, which will be available from 1 October, will have weekly updates, and access control is planned to be integrated with ATHENS before the end of 1998. Support will provided from the Web, and from Windows, Macintosh and Z39.50 clients.

SwetsNet enhancements
1,000 full text titles are now available on SwetsNet, and a further 500 titles will be added shortly. Agreement has also been reached to link electronic journals available through SwetsNet to databases on the Internet Database Service (IDS) from Cambridge Scientific Abstracts.

Joint TFPL and LA venture wins British Council contract
The Library Association and TFPL Ltd have won a contract to assess the information skills training needs of British Council library staff. The project will start with an in-dept analysis of the current skill levels across all British Council offices; pilot training programmes will be developed and tested, and a long term training strategy will be drafted. The project is due for completion by the end of February 1999.

Worst serial title change of the year 1998
The Royal Geographical Society has the doubtful honour of winning this year's award. After 52 uneventful years, the Geographical Magazine changed title no fewer than four times between 1988 and 1997. Two of these changes occurred between May and July 1997, and - perhaps not surprisingly given its identity crisis - it also managed to get its numbering confused. In the words of one of its nominators "I cannot think of a finer example of the spirit of this award!"
SCONUL joins SPARC
SCONUL has recently joined the Scholarly Publishing and Academic Resources Coalition (SPARC). One of SPARC's main aims is to foster expanded competition in scholarly communication; SCONUL hopes that its affiliation to the scheme will be the first of many such collaborations, whereby libraries support the publishers of new, high-quality journals whose aim is to disseminate scholarly communication more widely, by setting prices that are attractive to HE institutions. SCONUL's affiliation is the first extension of the scheme to Europe, and comes into effect simultaneously with an agreement between SPARC and the Royal Society of Chemistry. Under the auspices of the scheme the RSC will shortly launch a new refereed electronic journal.
