NESLI Managing Agent appointed

JISC has appointed a consortium of Swets and Zeitlinger and Manchester Computing at the University of Manchester as Managing Agent for the National Electronic Site Licence Initiative (NESLI). The Managing Agent will use the complementary skills and experience of both organisations to negotiate value for money licensing arrangements with publishers, to manage delivery of the electronic material, and to oversee the day-to-day operation of the programme. Value-added services such as subject clustering, and links to other electronically available primary sources and to secondary services will also be explored. The contract took effect on 1 May; it is intended that journal delivery will start on 1 January 1999, and will run for a 3-year period. All UK HEI libraries have been asked to nominate one or two NESLI contacts for a new closed Mailbase e-mail list, lis-nesli-reps. This list will be used by the Managing Agent for rapid communication concerning potential NESLI agreements. It is important that nominated NESLI contacts should subscribe themselves to the list as soon as possible, following normal Mailbase procedures. An open discussion list (lis-nesli) is also available on Mailbase for general discussion and comment on the Initiative.

Solving the Internet information overload problem

As part of a JISC-funded national strategy, seven UK Subject Gateways are tackling the problem of how to find useful information on the Internet. The gateways provide free access to high quality information on the Internet in such disciplines as art, design, biomedicine, architecture, media, business, engineering, history, social sciences and conflict studies. Part of the eLib Programme, the gateways provide a model for other gateways in Europe, the US and Australia; several mirror sites are planned in the UK.

Digitisation of CBA publications

The Council for British Archaeology has received a grant from the JISC/eLib programmes to digitise all its previously published Research Reports and Occasional Publications. It is intended that all out-of-print issues will be made freely available on the Internet via the Archaeology Data Service.

Index to engineering e-journals

The Engineering E-journal Search Engine (EESE) is now available at URL: http://www.eevl.ac.uk/eese/ It indexes over 70 engineering e-journals selected from the EEVL database, including academic, trade and house journals. EESE is available free of charge.

Blackwell's launch new electronic service

Blackwell's Information Services and HealthGate Data Corporation have reached an agreement to combine the HealthGate database search engine with a subset of Blackwell's Electronic Journal Navigator (EJN) to produce the new service, Blackwell's Biomedical Resource Navigator. HealthGate provides access to over 50 different resources on a free, paid subscription or pay-per-use basis; in the Autumn more links will be added for several fee-based databases. Future plans call for the direct linkage of citations in HealthGate searches with articles in EJN.

SP SilverLinker service available in Blackwell's EJN

Customers of Blackwell's EJN will soon have access to the weekly updated SilverPlatter SilverLinker database, which dynamically links bibliographic citations with full text articles from over 600 scholarly electronic journals. SP's SilverLinker customers will be allowed access to full text articles from EJN.

Blackwell's appointed sales agent for BL's Inside service

Blackwell's has signed an agreement with the British Library to represent the document delivery service Inside. Inside is a totally integrated service, allowing users to search, order and receive delivery of articles from a single service. There is a comprehensive subject coverage, including science, medicine, engineering, business, law and the humanities. All the information is held at the British Library, and is immediately available. Articles selected can be ordered for delivery by Fax, post or courier service. Orders can be tracked and progress reports issued to customers at any stage. Inside is available on CD-ROM as well as on the Web.

EBSCO updated 1999 serials price projection

Based on historical price increase data and the latest information from publishers, EBSCO is projecting a base price increase in 1999 of 9%-26%, depending on billing currency. Generally speaking, libraries being billed in US dollars or the EMU currencies are likely to fare best, with EBSCO projecting price increases in the 9%-11% range.

Internet Library of Early Journals

ILEJ, the Internet Library of Early Journals, is a joint project by the universities of Birmingham, Leeds, Manchester and Oxford, conducted as part of the eLib programme. Substantial numbers of 18th and 19th century journals have been digitised, and are now available on the Internet together with their associated bibliographic data. ILEJ is now entering its evaluation phase, and comments on the service are very welcome. The ILEJ titles can be accessed at URL: http://www.bodley.ox.ac.uk/ilej/

EOS to launch new serials control module

The Q Series serials control module will soon be released. The module is integrated with the other Q Series modules (Circulation, Cataloguing and Acquisitions), and all serials holdings can be displayed in the online catalogue. The Q Series is fully Year 2000 compliant, as are all EOS International's systems.

INSPEC reduces price of academic site licences

For many users of the INSPEC database, local loading on a campus-wide academic network is the optimal solution, as it provides unlimited access for a fixed annual subscription. In March this year, INSPEC halved the academic site licence fee for direct supply of the database, and also reduced the royalty fee charged to resellers.

EDINA to host Environmental Sciences Databases from CSA

The Environmental Sciences and Pollution Management Databases from Cambridge Scientific Abstracts will soon be available via EDINA at a special rate for UK higher education. The service provides comprehensive multidisciplinary coverage of relevant fields across the environmental sciences. The agreement includes access to Environmental RouteNet, a single gateway to many of the available environmental databases. New publications from the eLib Programme

Since 1995 JISC has funded more than 60 projects through the eLib Programme. More than 20 supporting studies were also funded as an integral part of eLib, and the first three of these reports have recently been published by the Library Information Technology Centre at South Bank University. In addition to hardcopy publication, all the supporting study reports will be made freely available on the eLib Web pages at URL: http://www.ukoln.ac.uk/services/elib/papers/supporting/ Many have already been uploaded, including some which will only be available in electronic format.

1999 LAPT Research Award

The deadline for submitting proposals for the 1999 LAPT Research Award is 15 September 1998. The winning proposal will identify a critical issue in acquisitions, serials, publishing or collection management, and will outline a rigorous approach to testing or solving the issue raised.

Elsevier Science announces change in ILL policy for electronic files

Elsevier Science has announced a more flexible ILL policy which will allow articles from licensed electronic holdings to be printed and the printed copy to be delivered via post or Fax to fulfil ILL requests. The new arrangement will allow speedier and more dependable access and will provide a means of fulfilling ILL requests for titles which are held in electronic format only. Under the new policy, libraries licensing Elsevier Science journals through either Elsevier Electronic Subscriptions or ScienceDirect will be allowed to use the electronic files as a source for ILL. The licence terms place certain limits on ILL transactions, but also enable the collection of appropriate information for management evaluation.
