Calling everyone responsible for purchasing journals/electronic journals

Linda Ashcroft, Senior Lecturer and Postgraduate Course Leader in Information and Library Management at Liverpool John Moores University is currently researching the area of electronic journals, specifically investigating how they are perceived by those responsible for their purchase. The project will be looking at such issues as benefits/gains and constraints/problems. Linda plans to investigate also whether roles/decision makers have changed, for example whether those serials librarians who have traditionally been responsible for purchase are also responsible for purchase of electronic journals.

A simple questionnaire will be sent out in the new year, and, if you are involved in this process, Linda would be delighted if you would let her have your name, address and email address, in order for her to contact you.

Equinox Project

The Equinox Project is a two-year project, funded by the EC Libraries Programme, which will be co-ordinated by CERLIM, at the University of Central Lancashire. The Project addresses the need of all libraries to develop and utilise performance measures for the new networked, electronic environment, alongside traditional measures, and to operate these within a framework of quality management. The Project builds on the recommendations of the EQLIPSE (FP3) Project, on the CAMILE Concerted Action and on the MINSTREL, DECIMAL and DECIDE Projects.

CAMILE Project

The CAMILE Project is responsible for developing a programme of workshops across Europe, designed to raise awareness of management information issues and to share experience and to consider current and future approaches. Two Workshops have been held so far, and at each the presentations and discussions focused on four principal themes identified from the DECIDE, DECIMAL, EQLIPSE, and MINSTREL projects. National Policy on Libraries and Information Services in Ireland

A project to develop a National Policy on Libraries and Information Services in Ireland has been instigated and will run until the end of 1999.. A report commissioned by the Euro-focus on Libraries Committee in July 1995 recommended that a project be set up to formulate a National Policy for Libraries and Information Services. The policy aims to be as comprehensive as possible and hopes to address the needs and concerns of all library and information service stakeholders in order to ensure that the role of the sector in then burgeoning Information Society is emphasised. To achieve this, an extensive research and consultation programme will be undertaken to ensure that all aspects of Library and Information Services in Ireland are represented.

BioMedNet has recently announced electronic distribution agreements with four publishers, Fortia, IOS Press, Scandinavian University Press, and Williams & Wilkins. New CONSER Web pages

The CONSER Web site has been reorganised to accommodate an increased number of files about the CONSER Program, and about serials cataloguing. Several new areas of information have been added. A new section on committees and task forces includes information about CONSER and the Program for Cooperative Cataloging committees that govern the program. Additional information on CONSER's new relationship with the PCC, including the new PCC governance document, is also accessible. A new page on Online Resources for Serials Catalogers facilitates access to library catalogues, library-related organisations, on-line serials collections, and the Library of Congress Internet resources. Review of Digitisation Projects in Local Authority Libraries and Archives

The Library and Information Commission (LIC) has announced the award of a contract to Information North to carry out new research which will review digitisation projects in local authority libraries and archives in the UK. The Review began on 15 August 1997 and the five-month project will report to the Library and Information Commission's Research Sub-Committee on 15 January 1998.

Changes at Manchester Metropolitan University DLIS

Since 1 September 1997 the Department of Library and Information Studies at Manchester Metropolitan University has been integrated into a new Department of Information and Communications. The new Department will include the staff and associated courses of the existing Department, together with staff and associated courses in Social Studies of Technology.

EEVL makeover

To celebrate EEVL's second birthday, its second award and the milestone of passing 2,222 resources in its main database, EEVL has announced a complete revamp of its service at:

The site has been redesigned, with two new subject databases, two new Top 25 lists, and two other new features. Details of over 180 engineering e-journals/e-newsletters are now included. A few of these are standard e-journals, but most are Web versions of trade journals and sometimes house journals. As such, many will not be included in the standard lists of e-journals and may be hard to find.

Charlesworth Electronic Journal Award 1997

The Charlesworth Group will again sponsor an Award for on-line journals. The winner of the 1997 Award will receive [sterling]500, and a silver trophy, both of which will be presented at the Fourth ALPSP Publishing and the Internet Seminar on 27 November 1997.

Electronic serials in public libraries

Loughborough University's Department of Information and Library Studies has been awarded funding by the British Library's Research and Innovation Centre for a project which aims to provide strategic information on the management, exploitation and effective use of newspapers, magazines and journals - in both traditional and electronic formats - in public libraries in the United Kingdom. The research began in June 1997 and a report (including comparative economic models, and evaluative directory of electronic serials, and guidelines for the application of performance indicators to electronic serials) should be available around June 1998.

Reorganisation at Dawson Holdings

Publishers Licensing Society

PLS has asked all serial publishers to confirm ownership of the reprographic rights in their publications. The notification of current ownership and splits will remain in force until publishers write to PLS asking for changes. Notification of changes must be with PLS by 31 December, and will take effect from the following April.

Association of Research Centres in Information Management

ARCIM is a new association of information management research centres, founded to promote co-operative projects, share expertise and encourage practitioners and policy makers to exploit the results of research. The founding members are CERLIM, the Centre for Research in Library and Information Management at the University of Central Lancashire, LITC, the Library and Information Technology Centre at South Bank University, IIELR, the International Institute for Electronic Library Research at De Montfort University, and UKOLN, the UK Office for Library and Information Networking at the University of Bath.

Blackwell's EJN and CHEST

Blackwell's Information Services and CHEST have reached agreement for the provision of the Electronic Journal Navigator service to eligible institutions for a three year period, commencing in January 1998. The service will available for a one time payment to HFE institutions in the United Kingdom and Ireland. Subject only to the one-off payment, institutions will be able to provide desktop electronic access to their subscription journals `free at the point of use', and with full search capability.

Kluwer E-journals on SwetsNet

SwetsNet is to include 120 electronic full text journals published by Kluwer from the autumn of 1997; it is hoped to increase the number to approximately 300 titles from January 1998. Recently, SwetsNet also announced the facility for handling direct links from third-party software vendors, allowing libraries to offer end users direct access to E-journal articles from the OPAC.

Elsevier's ScienceDirect on Early Release

Approximately thirty institutions have been invited to participate in the Early Release phase; this includes some of those institutions which were beta testers. Elsevier Science anticipates that all of its life sciences journals, as well as some titles from other disciplines, will be available by the end of 1997. When complete, ScienceDirect will feature an integrated database across a broad spectrum of scientific, technical and medical disciplines, with institutional and individual subscription options.

New pricing option for SwetsScan customers

In future, as well transaction based-pricing, SwetScan customers using the service via STN International will have the choice of subscription based pricing. This will allow direct access to SwetScan's TOC of approximately 14,000 journals for an annual subscription based on the number of concurrent users.

Springer LINK to be available on Blackwell's EJN

From March 1998 the Electronic Journal Navigator will offer Springer's new Internet-based information service, LINK. In the meantime, customers of both services will be able to access the other through an HTML link which will allow users to transfer between the two services. It is anticipated that by 1999 all 400 Springer journals will be launched in link.

EBSCO launch e-journal service

EBSCO Online will offer distinct ordering and management services for on-line journals, as well as access to all WWW journals published. Many on-line journals will be housed on EBSCO's own server, while others will be accessed through publisher-operated servers, or through aggregator services at other locations. The service is currently in a comprehensive testing phase, and is expected to be fully available in 1998.

Elsevier/Kluwer proposed merger

Reed International PLC, Elsevier NV and Wolters Kluwer NV have announced that they have agreed in principle to propose to their respective shareholders a merger of their businesses. The new combination will be the world's largest professional and scientific publishing and information group.

Elsevier acquires companies from Current Science Group

Elsevier Science has announced that it has agreed with the Current Science Group to acquire BioMedNet Ltd, ChemWeb.com Holdings Inc, Current Biology Ltd, Current Chemistry Ltd, Electronic Press Ltd and Current Science Ltd. Notable products and services included in the transaction are the community services BioMedNet and ChemWeb.com (the latter being a joint venture with MDL Information Systems Inc, a US-based subsidiary of Elsevier Science Inc), the journal Current Biology and the Currunt Opinion journal series.

IT award for Dawson

Information Quest, Dawson's new Web-based information search and retrieval tool has been awarded the Technological Product of the Year Award at the 1997 Information Documentation Technology (IDT) Exhibition in Paris. Full-text electronic data from Kluwer Academic, Blackwell Science, Carfax, MCB, Taylor and Francis and Thomson Science and Professional will soon be available via Information Quest. Additionally, I Q and The UnCover Company are developing an interface which will allow IQ customers to research and order journal articles via IQ, and receive them in facsimile from UnCover.

New division at Ovid

Ovid Technologies has appointed William Detmer, MD to the newly created position of Vice President, Clinical Information Products. The mission of the Clinical Information Products (CIP) division is to provide physicians, nurses, pharmacists and allied health professionals with relevant content, clinician-friendly interfaces, intuitive linkages among sources, and integration of content with other information systems. CIP's first product, expected to be released at the end of the first quarter of 1998, will be a database called Evidence Based Medicine Reviews, reflecting a trend in the medical field to base clinical practices on accumulated evidence from the primary medical literature. Ovid intends to link Evidence Based Medicine Reviews with MEDLINE and Ovid's library of electronic journals, allowing users to begin a search in MEDLINE, limit results to those documents in EBM Reviews, and then link to ones of interest. Alternatively, a user can search EBM Reviews and link from article references in that database to original documents in the Ovid Full Text collections.

University of London Library upgrades from Libertas to Innopac Millennium

SLS Information Systems, the European Division of Innovative, has announced that the University of London Library has signed a contract to upgrade its Libertas library automation system to Innopac Millennium. The Library plans to go live with Innopac Millennium in January 1998. This agreement is the first such upgrade, following the purchase of SLS Information Systems by Innovative in April this year.
